BTRC Radio Regulatory Notice & Legal Advisory
Mandatory Compliance Notice under the Bangladesh Telecommunication Regulation Act 2001 (Amended 2010)
Legal Requirement for Operating Wireless Transceivers in Bangladesh
In Bangladesh, the operation, possession, and transmission of radio frequency two-way communications equipment (walkie-talkies, base stations, repeaters, VHF/UHF transceivers) is strictly regulated by the Bangladesh Telecommunication Regulatory Commission (BTRC). Possession or operation without valid authorization or allocated frequency license is an offense under national telecommunication law.
1. Equipment Supply vs. Operating Frequency Licensing
Walletmix Limited operates as a professional equipment supplier and systems integrator. It is crucial to understand the legal separation of responsibilities:
Walletmix Responsibility
Supplying authentic, type-compliant, genuine transceivers, accessories, and repeaters; providing frequency programming per client-provided legal allocation letters; and designing antenna distribution systems.
User Organization Responsibility
Applying for, obtaining, and maintaining a valid BTRC Frequency Allocation and Wireless Operator License for their organization, including timely renewal and payment of statutory spectrum fees.
2. Strict Frequency Allocation & Prohibited Bands
All commercial and industrial two-way radios must be programmed exclusively to the specific discrete frequencies and channel bandwidths formally assigned to the user organization by the BTRC:
- Transmission on public safety, police, military, intelligence, emergency medical, aviation (VHF AM 108–137 MHz), or maritime safety frequencies is strictly illegal and subject to criminal prosecution.
- Radios must never be operated on unallocated frequencies or default unprogrammed manufacturer test channels.
- Repeaters and fixed base stations must adhere to approved antenna heights and Effective Radiated Power (ERP) caps specified in the BTRC license.
3. The BTRC Licensing Application Process
Corporate entities, industrial plants, educational campuses, security agencies, and construction contractors applying for wireless walkie-talkie licenses typically follow this procedure:
- Application Submission: Submit prescribed BTRC Wireless License Application form along with organizational trade license, TIN, incorporation certificate, and geographic area of operation.
- Equipment Specification Sheet: Attach technical brochures and manufacturer datasheets (supplied by Walletmix) specifying model, RF output power, frequency range, and modulation characteristics.
- Security Vetting & Frequency Allotment: The regulatory authority coordinates spectrum assignment and clearance with relevant national security departments.
- Demand Note & License Issuance: Upon payment of statutory spectrum usage fees, the BTRC issues the official Frequency Allocation Letter and Station License.
- Authorized Programming: Walletmix technical engineers program the handsets to the allocated discrete frequencies and deploy the equipment.
4. Enterprise Procurement & Licensing Assistance
Walletmix Limited assists corporate clients by preparing complete technical equipment documentation packages and datasheets required for formal BTRC filing. For guidance on corporate fleet licensing:
